What an AFS covers

“An Agreement for Services (AFS) provides compensation to employees, retirees, and non-contracted individuals for work performed outside their regular job duties”

Source: APS Standardized Agreement for Services Rates for 2026-27, June 25, 2026 memo, p. 1.

How APS processes the assignment

The memo places AFS work in Oracle Cloud Recruitment as a secondary assignment. Work may begin only after approval. Exceptions go to Total Rewards before compensation is discussed.

Employment requirements in the memo

AFS workers are APS employees and FLSA applies. Classified employees may earn overtime. Non-contracted workers need background checks and earn HFWA sick leave. ACA eligibility may qualify workers for health coverage. PERA working-retiree requirements apply.
